Security increases in Uganda and Kenya

As of 16 November 2015 security measures have been increased throughout Uganda in response to terror attacks in Paris, France on 13 November. Police and military patrols have been increased, particularly in urban areas. In addition to calling for public alertness, security forces have been deployed to public locations and transportation venues, such as Entebbe International Airport (HUEN/EBB) near Kampala.

In a related development, security measures have also been increased throughout Kenya. Border security has been increased and additional police have deployed to public locations, such as churches and shopping malls. Kenyans have also been asked to increase public vigilance. Those in Kenya are specifically advised to avoid non-essential travel to areas near the Somali border, such as Lamu and Garissa districts, amid the heightened threat of militant activity in those areas

The Islamic State (IS) has claimed responsibility for the attack on Paris, but has not made any specific threats against Uganda or Kenya. However, both countries have come under attack from Somali militant group al-Shabaab as retaliation for their participation in anti-terror task forces, like the African Union Mission in Somalia (AMISOM).

A faction of al-Shabaab purportedly pledged allegiance to IS in October 2015. Al-Shabaab has continually made threats against both nations and the recent increase in security is a precautionary measure. Individuals in Kenya and Uganda are advised to follow all local security directives and maintain heightened vigilance in public and crowded areas.

Security increased after government minister receives terrorism threat.

On 16 November 2015 security was increased throughout the country. A government minister received an email purportedly from a terrorist group known as the Red Brigade, which stated that the Islamic State (IS) group would attack the country for its role in military operations against terrorist groups.

However, no specifics were provided. Police are investigating the case. In addition to heightened security measures, the government has asked citizens to report suspicious behavior or packages. Individuals are advised to monitor latest developments and remain alert.
